Help with .STI Files

Hi all,
just wondering if anyone can resize a logo I have.
It is an .STI (raw file). This is one format I can't read or open.

I have the STX file as well, but I need it made smaller and resizing the stitch file isn't working. Too many stitches.
I need to go from 3 inches tall to 2 inches tall.

Is anyone able to read this?

Fairly certain a STI file is an open office file extension. Down load Open office and give it a shot

Edit it appears to be a data stitch file.

Yah, sorry I should have mentioned that.
 I have had these designs since 1997 and this is the first  time I have had someone pick a design from there that I couldn't use as is....... :o
