Screened or transfer

When I zoom in, I see what I might call "flashing" of adhesive around the edges, but the end user says this is screen printed. I know we can screen it, but does anyone else thin this is a transfer? There are 4 designs going on thousands of t's and hoodies, but 2 of the designs are the some of the finest line art work I've seen, some parts so subtle it led me to believe transfers. Question 2, if someone is already doing this for them, why are they putting it out to bid?

Steve I could be wrong but it does look like a screen print, but a jpeg image that was not cleaned up very good around the edges and letting that white peek out, hard to believe a vector image wouldn't have a nice hard edge so I'm thinking maybe photoshop low rez image was used?
