In ether case or at least for Blick, you should be able to use glycerin as a retarder. Nice and safe.

Send specs Robert, we likely have something that will work. We'll even burn them for you if you want.
Standard WB inks (for textiles) are fine for paper goods.

They will but they will be dry not cured. Hair dryer should fix/cure safely.

3Deep:
Wow I started off using DickBlick so many years ago I thought they had gone out of business, you might can go to your local craft store and find a WB screen print kit.  WB inks was all I ever used until I got plastisol and life changed LOL, maybe I should have stayed with WB
