Respirators and Personal Protective Equipment (in general) is  required when a chemical is being used and there is exposure to the employee from that chemical that is over the Permissible Exposure Limit or PEL.  The PEL is expressed in Parts Per Million or Parts Per Billion on the MSDS.   The PPM and PPB exposure limit is on a time weighted average.  there are short term exposure limits as well.
