Is there any chemical for thinning water based inks.?

Water?
With Matsui ink, there's PrintGen MG and Fixer N additives which thin the ink a bit, and I know some will also add a bit of water - mainly to the 301W white.

If you add water, keep track of it. Too much water will dilute the binder.

Water, or CCI sells a reducer for longer open air time, most other brands have this too. All this can make drying/ curing take longer.
