I have a customer who wants a black print on a white shirt that they will then tie dye. Will a standard black plastisol ink work for this? And will certain shirt brands work better?

Yes it works fine with black plastisol. Not sure which shirt blanks are best.

I'm jealous that you:
a, get to print before tie-dying
b. get to print black on a tie-dyed garment
c. get to just print black... that being said, I printed 400 black ink full back, upper crest on lime green shirts yesterday... easy peasy.

I do shirts for a boy scout troop, and have printed both before and after dying.
I used to see shirts offered that were labeled 'PFD" which used cotton thread that took the dye, as the stronger poly thread remains white.
I don't think that they are as readily available any more.

Thanks for the help. It is a small order so need to be too jealous! I remember Port having a PFD but I just checked and it is no longer available so white it will be.
