Title: Illustrator "Scaling" issue

SO I'm currently working in Illustrator CC 2014 and lately even though I have the preferences checked to scale the stroke and effects it is not doing it. I even checked it under the "scale" tool and it said to scale effects and strokes. So I'm a little lost....

Humm there is an update via the cloud so maybe I should see what that is....
