Where the client wants it!

Seriously, I'd do a mock up, or tape the logo on a pair of the pants and make the final decision theirs.

well for our standard placement we center the print horizontal with the base of the crotch and the about 2 1/2 inches of side seam.   this is what we do for all of the thigh numbers that are on baseball/softball pants.  you want the logo to be visible when sitting and when the shirt is untucked.   but hey customer is always right.

From the top seam of the waistband, i start the top of the print @ 8" down. This allows for a shirt to hang down and not cover the top of the print.

epends?
We print sweat pants all the time.  Hip, butt, down legg, stacked letters, letters layed sideways, etc, etc,
Frog, right again, where do they want it?  Some catalogs, boxercraft for one, shows them in a place we never printed until this year.

We print sweats everyday and go 5" down from bottom seam stitch and 2" in from side seam.
