Need a bit of a refresher , haven't printed puff in a long time.

The job I have is for 2 colours white and yellow puffed on royal blue.

Should I
1- double hit both colours with minimal flash in between ?

or

2- print white base non puff, flash then white yellow on top WOW?

We always print a non puff of the same color, flash and then that color in puff
