I have gone thru the normal channels and I can't find this one.

Any ideas?

Looks like https://www.dafont.com/college.font?text=DRAGON (https://www.dafont.com/college.font?text=DRAGON) would get you close enough with an arch and some subtle edits depending on how close you need it to be.

looks like SCHOOL PLAIN to me, not sure where I got it but have used for years

I have College, client nayed that one.  Superstar will work just fine.
