I have tried everything and cant get it to open.

Looks like it may be time to email or phone the file's provider and ask them what the hell type of file it's supposed to be and do they have something else.
-
It is word document.......
Open the file in notepad and you can get some clues....Rename the file to add .docx to the end and it will open....
-
Did you get the file to open?
-
Whoops. Sorry for not following up. I didn't get this file open but they found a PDF file that worked. Thanks

As a handy hint, I save a lot of Word files to pdf, and they work out fairly well in Illustrator after that; not every time, but most of the time...

I open them in Word, and save from there. The Microsoft art that Word gets you free online, is also vector, same thing, insert into the Word doc, then save to pdf. I like to "Place" them in Illustrator, then use "Expand Transparency" on it. Just to finish the hint...

Watch out on some of that stuff. We found out a few years back that the Microsoft Office online art had a no commercial use stipulation.

Good point. Take my example as for "educational purposes only"... :D
