Is it a pigment and base system or full ink?

Is it a pigment and base system or full ink?

Andy:  The Wilflex Equalizer Color Matching System is a Hybrid System that is between a traditional Pigment Concentrate and Base, or a Mix and Match finished ink system.   The Equalizer system uses (15) balanced colorants and a base in conjunction with the Wilflex IMS software to accurately match Pantone® color simulations and other custom colors.  The attached PDF provides a much better explanation of the make-up of the system and it’s feature and benefits than this fool could ever do on my own.  
