to me it looks like motor, that is what fire is. the other wording may be the same font just contoured inside to make it a little narrow
-
How to do I get the effect?
-
Take the font contour to the inside adjusting till it matches.
Break contour group apart, color the large outside piece whatever, color the inside one the background color.
Group back together, duplicate, order to back color all one color and offset it to match the art.
-
looks like "Machine" to me with an outline and stacked with offset for the drop shadow.
-
What Mike said; look at it as 2 part, the front and back, the front is outlined (make the fill white, so it blocks out the background one) the one in back is filled in and offset. Arrange to taste...

personally, I like ITC Machine for that look. It's plain, and you can do anything you want to it.

It's Motor for the FIRE part but not the top and bottom, the A's are different.
-
Might be POPWARNER thinned a bit.
But if you just need to recreate this logo it should be a snap since the text is nothing but straight lines.

I think "Motor" is the knock off of ITC Machine, like "Gary" is a knock off of "Cooper" and "Hoboken" is a knock off of "Hobo"

"Machine" or "College" lowercase.
