I just got a quote request for a shirt order of 30 black tees and the image they want is a group of high school cheer leaders in full color. I have never printed any thing this complex much less photorealistic. Is it even worth it to try for such a small amount? Should I try to talk her into something else image wise or maybe out source it to a dtg guy?

i do it on lights only.  I use a guy close by that does darks, on his price list you would be looking at $9.50(a).  That is if it's not 100% full coverage on the print, then you might be looking at an upcharge for excessive ink.

What he said. Not worth setup for 30 pcs. DTG is the way to go.

And make sure that you have permission to reproduce the photo.
If done by a service, many hard copy prints used to specifically say "Do Not Duplicate"

I also did find, however, that when asked, many studios gave permission if they themselves did not offer a shirt option.

A.I.R. Conway in Philly. Order your goods from Bodek or Alpha, they pick them up for you so you only have shipping back to you. Nice folks.

You can always look at printed vinyl transfers. They look great but feel terrible.

Jason,

You could call Goosebumps in Longwood. They have or had a T-Jet that'll do darks. They're predominantly an embroidery shop.
Corner of Grant St. and 434 just behind the Circle K on the corner.
