Faded background on a banner

I am working on art for a banner 20'w x 4'h and they would like real life mountains on the whole banner faded so that the writing could go over it and be easily read. What is the best way of doing this?

Lots of ways. We put a white rectangle over the whole thing and then adjust opacity of it to suit.

I would adjust the opacity of the graphic itself. banners start white anyway so no need to adjust for the background color...
...keep doing what you're doing, you'll only get what you've got...
