if they have the phones coming in over internet and their connection is down, both the web and phones could be impacted.

they are big enough that they could be.  got an email stating utilities are down and they don't expect to be up before some time tomorrow (or something along that line). . .

Usually that means bigger site = bigger resources = bigger data center.  But ppl have done it to "save money". Bad idea in my opinion.
